Fines and Notices

Guidelines

The California State University Board of Trustees determines the fees associated with CSUF-owned overdue, damaged, or lost materials. The Board has established the following fees for overdue circulating materials, reserve materials, and replacement cost of lost or damaged materials. Fines are assessed by each item for all days on which the Library is open.


Notices

It is the responsibility of each borrower to know when their materials are due. As a courtesy, when materials become overdue, the Library will send a reminder notice or overdue notice. Failure to receive this notice is not grounds for the cancellation of fines. All library notices are sent via campus-issued e-mail when possible. It is your responsibility to keep the Library informed on changes of mailing address and e-mail address. As a courtesy, notices will be generated in the following cycles:

  • First overdue notice: one day past due date.
  • Second overdue notice: 30 days past due date.
  • Billed for replacement: 60 days past due date.

Overdue Charges

If you do not return your material on time, the Library may issue either a fine or a replacement bill. Borrowers are responsible for managing their own materials. Fines begin accruing as soon as the material is overdue.

  • Circulating items: $0.25 per day per item.
  • Hourly reserve items: $1.00 per hour per item.
  • Daily reserve items: $1.00 per day per item.
  • Group Study Room keys: $5.00 per hour.

Payment of Fines

Payments will be accepted in cash, check (made out to CSUF), or credit card.

For mail-in payments, please include the name and university ID number associated with the fine or bill.

Payment in cash, check, credit card, or TitanTender may also be made at the Circulation Desk on the 1st floor, Library South.

TitanCard accepts valid credit card payment.

Non-payment of fines and bills may result in a hold placed on registration, graduation, or release of transcripts. Failure to return library material may result in a hold placed on registration, graduation, or release of transcripts.


Replacement Charges

Replacement bills are issued when borrowers fail to return checked-out materials. Each bill includes a processing fee, a replacement charge for the item, and applicable fines (e.g., for recalled materials). The replacement fee is $60 per item or the actual cost of the item. The replacement processing fee is comprised of two components:

  • Processing fee ($25), which includes labor costs to order and process the item being replaced.
  • Billing-processing fee ($15), which includes labor and supplies expenses incurred to issue the bill, handle user interactions, and process cancellations and payments.

Circulating Items

Replacement cost for lost or damaged library material is the combination of the following: cost of material + $25 processing fee + outstanding overdue fees or the billing-processing fee ($15).


Reserve Items

Replacement cost for lost or damaged reserve material is the combination of the following: cost of material + $25 processing fee + outstanding overdue fees or the billing processing fee ($15).


Interlibrary Loan (ILL) Items

Replacement and associated costs are dependent on lending library.


Lost or Damaged Items

Lost items should be reported promptly to avoid the accrual of overdue fines. A borrower who reports that an item has been lost is responsible for the replacement charge and processing fee (and binding charge, if applicable), plus any fines accumulated prior to the time the item was reported lost. Borrowers may be assessed repair or replacement charges for damaged items.
